Reagan was the guy that was "perfectly set up to have surpluses".

Not at all. He had a very deep recession at the beginning of his term. The hangover from high inflation and unwise government interference that occurred during the time his predecessors where in office. He had a congress that didn't support the idea of restraining spending, esp. domestic spending, he had a military that had faced a serious decline in numbers, readiness, and equipment quality, and he had a still active cold war to deal with.

He was set up worse in terms of having a good fiscal situation than any other president after him, with the debatable possible exception of Obama.
