I'm pretty sure this strategy is deliberate and ubiquitous among ethnic groups that seek to perpetuate racism, or what ever you want to call it. I've seen it before. It may not be a conscious action on an individual basis, but the group knows what it's doing for sure. They don't care if all their babies are bastards as long as they get more of them. And our sensitivities let them do this to us. Instead of letting them do it to us, we should instead insist that they join us and the American culture.

A wise Latina would know that when migrants take over, they make a place like where they came from. The Mexican migrants think they are going to take over the wealth of California and other states they conquer. They will not. In case they haven't noticed, California is up to its neck in debt. Individuals benefit from having cheap Mexicans working for them, but the cheap Mexicans take their share of the commons which suffers accordingly. Now, there's no commons left to grab.
