pre-1990 history..

Etak had a car navigation system that used wheel transducers and
flux-gate compasses to locate on their map database (All you had to
do was drive up a spiral driveway in a parking structure to confuse
the hell out of them). Some work was done to feed GPS data to Etak.
I think this was informal research. At this time Etak was strictly
aftermarket consumer products.(circa 1985)

Hunter Navigation was purchased by Ashtech for the map database
technology they had, but "lack of vision" doomed this effort to
failure.(circa 1988).

Trimble sold or licensed it car navigation IP to Pioneer, as
domestic market was going nowhere fast.(circa 1989)

This is a developing market still. I think that for various
reasons Trimble has taken the correct path.
