The Feds and Prov. govts make policies and rules for private companies (for example, the Alberta Environmental Protection and Enhancement Act)... Companies can be more conservative than the Govt. regulations. Others just meet them. Others don't give a sh*t and violate them. They get fined and that affects their bottom line. Most companies are purely cost driven. Companies are only accountable to their shareholders. Govts. are open and accountable to the general public. You can watch CPAC and see the standing committees discuss regulations. You can express your disgust by e-mailing your MP or the PM.

Reputation is not enforceable. Govt. regulations are.
