Gawd, the "loans to anybody that can breathe" programs were put in place during the initial part of the Clinton Administration. With Barney's and Dood's seal of approval banks were gonna get blackballed if they didn't loan money to people that couldn't pay it back (mostly in minority neighborhoods). The program just kept expanding until it virtually included anyone with a pulse. Don't you read any history? Blaming Bush alone for the real estate disaster is laughable and disingenuous.
