Hard to tell what this means at this point, no details.

I don't think there ever was any question of monetary penalties. The real question is over IP. The FTC wanted Intel to give away IP, Intel refused and I seriously doubt Intel would have settled under those conditions but there is a chance the settlement requires Intel to license it's IP, something Intel has always been willing to do provided it received fair value.

We need to see the details.
