That is UTTER BUNK though --- all this is is a way to SHIFT RISKS ONTO THE BACKS OF THE TAXPAYERS so that 'private enterprise' can operate (more profitably of course!) in an artificial risk-reduced environment. The absolute WORST of all economic models: 'Private Profits and Public Losses', the very epitome of 'crony capitalism'. Private Profits and Socialized Losses should be ERADICATED from public policy and law WHEREVER it exists!
