Maybe Q management is just happy to have the stock under pressure until July 30th. ESPP.

Has management shown any hints that they have learned the lessons from these failures?

If what Paul J did in India with Wi-Max is true as indicated in this post below, then he has made up for the charges that these investments in operators have been a waste.
