They were, until Joe Kennedy ran the SEC. He knew where all the bodies were buried. The Depression resulted in a big crackdown on da crooks, (until Glass-Steagal was repealed).

I don't know when that was written, but the government didn't really NEED to be heavily involved in the market (after the Great Depression reforms) prior to:

The invention of the 401k-type retirement plans, which has resulted in billions seeking a home every payday, and put 100's of millions of Americans at the mercy of Wall Street.

The development of TBTF investment banks.

The invention of synthetic investment instruments and the shadow banking industry, approaching 80% of ALL investment banking activity.
