The rate you quote in the U3 measure; which as with all gov't data does not show the true picture. The real number includes U4 through U6 which puts the actual unemployment number over 17%.

Some ethics lapses Mr. Rangel is accused of, according to a person familiar with the case:

Use of a rent-stabilized apartment in Manhattan as a campaign office.
Use of congressional stationery in seeking support for the Charles B. Rangel Center for Public Service.
Filing personal financial disclosure statements that didn't accurately reflect his ownership of a vacation villa in the Dominican Republic.
Other questions involving Mr. Rangel's activity include:

How he financed the purchase of his rental property in the Dominican Republic, and a failure to pay taxes on the rental income received from the property.
His role in preserving a tax credit for Nabors Industries at the same time he was soliciting a donation from the firm's chief executive.
His use of other rent-stabilized apartments in New York City.
