That fence and a guarded one at that in exchange for eliminating all the above waste would balance the budget and stimulate the entire SW economy.

I'd say guardposts every quarter mile, armed with M-1's. they have range to cover it. Infrared sighting and motion detectors as well. Would take about 7000 men/shift, 3 shifts/day. About 30000 employees total to cover it continuously. Lets say 30K/annum per troop (a hell of a lot less than 1,000,000/annum in Afganistan). About a billion/year for personel, kick it up by 50% for supervisors, training & overtime, etc. An equal amount for the equipment needed. Then about 2 million/mile to build it. Call it 3 billion in fixed costs and another 3 billion/year in operating costs. Illegals run approximately 113 billion/year to government right now (source: FAIR and I think they low-balled it), so the ROE is about 3500%. Not often that government can do that for citizens.

Do the jobs, benefits and apartment enforcement as well. Just get serious and get going!
