The government favoring women/minority owned businesses? And that is news?

When I was in the environmental cleanup business in Oak Ridge in the 80s, every contractor in town (there were dozens) wanted to hire a certain couple women and minorities in "ownership" positions, cause it was a sure ticket to a fat contract.
