MOT's here, but they've been offshoring for years. They were very big in the 90's. Honeywell has a large presence here as does General Dynamics (but I don't look at defense as being a 'growth industry' going forward). Intel has a plant in Chandler, there are some tech related businesses here but it's not in a concentrated area or with a concerted policy to keep them here. Hard to know what the future of tech is going to be AFA job creation in the US going forward anyway. Manufacturing mostly moved offshore 10-15 years ago, design is headed that way too as the Chinese and others move up the 'value scale'. Alternative energy has made some inroads, after all the climate here is unsurpassed for solar development. But that's still a nascent industry as far as jobs go.
