Your guess is correct, it is a proven fact that people who are healthy at age 65 cost Medicare much more than people that are sickly. The sickly people do not cost much since they die off with diseases that are much less treatable.

The healthy at 65 cost many times more since they live longer and when they near the end generally have more treatable diseases that cost a lot to treat.
