North American society for some strange reason has a mania for regulation and control. For several years there were semi-wild domestic cats in back of my place. People would leave food out for the felines and in exchange for providing sustenance the cats would catch mice etc... These cats were not suffering, they were all fat and enjoyed their independence.

Once it became known via a newspaper article about the free and happy cats there was no stopping the city from trapping and incarcerating them for their own good of course. Few found homes most had to be destroyed. Now thanks to the innovative thinking of the city this area has a mouse and rat problem.
