Below is a French excerpt that seems to state that it's enough for an individual born and living in Belgium to be eligible to Belgian nationality: La déclaration d’acquisition de nationalité La déclaration de nationalité est faite devant l’officier d’état civil du lieu où l’intéressé a sa résidence principale en Belgique. La faculté d’obtenir la nationalité belge est réservée aux personnes qui ont atteint l’âge de 18 ans et qui remplissent une des conditions suivantes : 1. être né en Belgique et y résider depuis sa naissance 2. avoir un parent de nationalité belge au moment de la déclaration 3. avoir sa résidence principale en Belgique depuis au moins sept ans et, au moment de la déclaration, avoir été admis ou autorisé à séjourner pour une durée illimitée en Belgique ou avoir été autorisé à s’y établir.
