Not true and didn't address your conundrum. How can the rich pay the vast majority of taxes when they don't pay their taxes, as you claim?

Does anyone notice that the Democratic Congress is composed almost entirely of members of the "top 1%" that they spend so much time vilifying?

Yeah and the congressional Republicans are poor migrant workers I suppose.

When the income tax itself began, it only hit the "rich" at first. That didn't last long.

With the passage of the 16th Amendment, Congress was given authority to tax on income. The average income that year was $1,296, and tax rates were between 1 percent and 6 percent. In five years, the highest tax rate would reach 77 percent.
