paid at original purchase and returned when an intact CFL is recycled. Yep agree completely .. that's what I said flippantly with my beer store reference.. simple and effective.. otherwise no motivation and the toxic stuff ends up in our landfills and hence the water table... which to me cancels out any energy savings easily.. I fear the gov would opt for a more expensive (and doubtfully more effective) plan to include some sort of RFID tag to be scanned by the 'garbagemen' to prevent garbage dumping.. Personally my waste footprint is already relatively tiny for a 4 person family. ditto on the gas release.. I don't mind (prefer actually but iff) paying a bit more to save dough and hopefully ameliorate my kids futures.. but it needs to work...
