But, it's hard to see where the Act has had much impact on the spill clean-up effort if we are to accept the assurances of the Coast Guard.

Firstly, (applying *only* to coastal waters out to three miles), foreign vessels remain as per usual available in the bulk of the Gulf's waters, and Secondly, (due to the exact nature of this spill and the affected coastal regions), it would seem that --- again: according to the Coast Guard --- smaller ships (rather then the large foreign vessels such as Taiwan's "A Whale") are proving more nimble and efficient in this particular cleanup situation... and the Gulf region ITSELF has *plenty* of such ships (currently unemployed shrimpers and fishermen, etc.) clamoring for such work, and very knowledgeable of the local waters they would be asked to operate in, so there was no particular need for foreigners.
