And... surely you do not dispute the obvious fact that there are PLENTY of idled locally-based shrimping and fishing boats who have made clear that they are willing and EAGER to take up this work? (Might not be a lot of 'pricing advantage' to be found under those circumstances with foreigners.... :-)
