I am not saying it isn't. Perhaps I wasn't clear:

An "implicit assumption of risk by the government" (as with the examples I gave of Fannie, Freddie, etc.) is exactly what it sounds like: not specifically spelled out in the language of the enabling legislation.

But, (and as we have found to our sad 'surprise'), that doesn't mean at all that in practicality it isn't "real" either....
