It answers the question of 'where does it come from.' The questiion of where does it come from implies cause and effect.
Since we have agreed,

"Consciousness is the larger reality of experience, rather than a development coming from the evolution of matter, time, and space."

Then consciousness is not derived from any universal substance. It exists, as the physical universe exists. It has qualities and dimensions which can be studied and understood according to rules of order and phenomenon of experience.

The question is answered thusly, "it does not come from anything, it comes from no-thing, just as the physical universe does."
