"So what else influences our actions?" Conscious awareness. "And can it be quantifiably measured?" Conscious awareness is based in experience, which is self evident to each person but cannot be quantified or measured empirically. In fact, experience can not be proven in the traditional use of the word 'proven.' It can be used as an assumption to base theory on and all scientific theory is based on assumptions, so there should be no problem once you categorise conscious awareness appropriately as a viable assumption.
