If it were up to me, I'd increase penalties for employing illegals dramatically, and include jail time for repeat offenders.

That's my personal experience. I've a buddy with an exotic stone business in Austin, Tx. ALL his employees are illegal Mexicans. The work is hard and a little dangerous, cutting, shaping and moving huge slabs of rock into counter tops and such. He pays considerably MORE than minimum wage, often twice that, yet gets no anglo interviewees.
