Insurers seem to be expecting the likelihood that the system is going to be gamed by the chronically ill.

I for one won't be buying health insurance until I get sick. I'll just pay the penalty each year. Cheap coverage.

taxes provide public servant compensation --> public servant compensation pays for health insurance coverage. private sector sucks from public funding.
