No, the overall cost is higher.

And even if it wasn't, that wouldn't change the point that employing more people is being touted as a benefit, when its a cost. If employing more people for the same production was a benefit, than we should be trying to figure out how to make "alternative" (and even "conventional") energy production (and perhaps everything else) even less labor efficient, but of course implementing such a policy would set us up on a fast track to poverty.
