Chavez isn't the Arabs. His crude isn't typically as good, and his production is a much smaller percent.

And even the Arabs could only pull it off when they did because of the specific circumstances. They didn't have as much debt or depend as much on large government spending to keep stability as they do now, and also they where unusually united. If they tried to do the same thing now they would hurt themselves a lot. It would be foolish even for the Arabs in concert, it would be foolish and ineffective for Chavez.
