I guess thats how they intend to get the public option, force everyone else off their existing insurance.

Ok, so what do you think this means? If it is cheaper to pay the fine later, it should be a lot cheaper to drop it now and not pay any fine at all.

In other words, it isn't clear that there is any causal relationship between the two. Although, I suppose, you could argue that the fine isn't high enough...
