Yes, and knowing where everyone is right now [or at least the wife, daughter, friend, colleague etc] would have saved me a lot of aggravation and wasted time.

Cellphones have helped somewhat "Where the heck are you?" But that requires communication to have been established.

It would be much easier to check Google Latitude and Skyhook and see them right there, and click on them to see what they are seeing [people could wear 3D headsets with dual cameras to provide that function and send them a voice to text message - "Hey, I'm just around the corner. Just wait at that bus stop seat and I'll be there in a minute to collect you."

It would resolve all disputes about police action - no video = no arrest. Officers would have to record what happens as evidence. Citizens could do the same, all uploaded in real time.
