That would be a possible method for the government to prevent the project without clearly violating the law. It could pass judicial review (although doing so would not be certain, it would have a far greater chance than other methods).

But the fact that a court doesn't strike it down, doesn't mean its the right thing to do.

I'm not a fan of the proposed placement, but I'm also not a fan of the raw exercise of government power against the unpopular, or of infringing against private property rights. Eminent domain is already used too much, and when it is used it should be because of a specific vital public need for a public project with the location being specifically appropriate for that project. Not because you don't like whats being done at that location.
