they are hardwired in the sense that they feel that biz is their purpose, dedicated, single mind focused, all consuming, day and night, etc

here in freedom hong kong, the civil servants, and their supervisors (legislators, chief executive) are probably the most fearful on the planet of their masters, we the people, even though we do not directly elect much of any one to serve us

freedom hong kong's lack of exit tax, absence of capital control, and easy emigration out of here ensures the officialdom tread carefully if tread at all, for at a bell ring, all the worthwhile capital can leave the territory over night and all the material businesses can migrate, elsewhere, as there is nothing intrinsic (i.e. oil, minerals) or fixed (i.e. silicon valley, whatever) to hong kong to hold people here except for volition
