'local' means anything but the federal government, such the states, counties and cities. if the locals don't want the mosque, (and i believe they don't) they can easily get rid of those that voted for it. local governments are much more responsive to the local people, plus if anyone doesn't like the local laws they can move to a more favorable area. with the federal government there's no where to move..
