Thank you for that explanation.

So the real answer to my concern is that the outcome is determined by a system, not by one person.

To me, a simple forester who made decisions based on natural principles, it seems overly complex. I guess that is to be expected in something as convoluted as human affairs.

The courts like every other government institution are held in contempt by a growing fraction of the population.
