Reagan was down to 42% at the end of two years, Obama's reached that point quicker.

More importantly Reagan's policies benefited the economy, and when his popularity recovered. Obama's policies are mostly doing the opposite. Which doesn't mean we won't have a recovery anyway (government policy is only one factor), but Obama's ratings are unlikely to recover as much as Regan's if they recover at all.
