And Foster adds that, "every single expert we talked [to] has told us they did not think these productivity adjustments were viable. They thought they just would not work."


For this individual at this time to make such a statement is a very serious charge.

One that calls into question everything CBO has said throughout this process. While I agree CBO "did what they were told", they shouldn't have (their first responsibility for fair reporting should be to the American People--the ultimate consumer, not to Congress who is simply an intermediary in the process), and to have this guy coming out now and laying the facts on the line is refreshing to me.

Too bad it didn't happen earlier. But no one would have ever heard it over the shouting of Congress and the president.
