False. All sorts of people in all sorts of countries, with different types of systems have screwed up, but still gotten tons of money, or in other cases power, or other rewards.

In this particular case it would be far worse if he didn't get the money (assuming that he the company is contractually obligated to pay it, and if HP's stupid move not "the American form of capitalism"'s)

Its also not a significant issue for anyone but BP shareholder's (who own the company making the payments), and not even a huge issue for them (the problems and mistakes are a huge issue, but not $28mil in a company of that size)
