who would pick up after the horses, and with what, and where to put it?

Horses are permitted here and many have them.

Disposing of manure is no problem. Either it gets scattered in the hay fields or it is composted and used in the vegetable and flower gardens.

Some have horse herds. Occasionally they run craigslist ads for free manure. Most have bucket loaders. You just drive up and they load your truck for free.
