There was a similar election law in effect in Virginia that the Democrats in Virginia used for decades to keep Republicans out of office in the Virginia General Assembly in Richmond.

Each voter could vote for a number of representatives in Fairfax County to the Va. General Assembly.

That skewed the vote. That was overturned in Virginia in the early 1980's during President Reagan's years.

That is when Republicans came out of the telephone booth in Virginia and began to be the choice of the people in Virginia.
