I think your memory is wrong. The Clinton Whitewater thing was an investigation behind Hillary's hiding the Rose billing records until Vince Foster turned up dead. The last event in the Clinton Whitewater fiasco was the pardon of Susan McDougal for contempt of court when she refused to testify about what Bill and Hillary knew. This was so outrageous that he needed an even more outrageous pardon to distract people; that was Marc Rich. Perhaps they polled Arkansans about where they should comit their next fraud?
