Clinton did take a poll every week. Often to hone the message he would poll the same subject on successive days after making speeches or doing press briefings. He would tweak the message to find the best way to sell a sow's ear as a silk purse.

I think everyone with half a wit or more agrees that Obama has a tin ear. The Obama / Pelosi Administration have pushed through unpopular legislation without regard for what Americans want.

I prefer the governing by polls over not caring what Americans want.
