You might check with the VA, or at least start there. Some time ago I got a copy of my Dad's discharge papers by applying for them. I had to declare a relationship that entitled me to have them, which wasn't hard since his name and mine are identical except he was III and I'm IV. If you want to honor your uncle, don't give up.
