I believe you are correct. Taking $10,000 and buying IBM stock probably doesn't do much good. Taking $10,000 and investing it in a small entrepreneurial enterprise does. Government policies at all levels are actively discouraging the latter. Why take the risk when your "partners" in government take the lion share of the profit? Who needs the headache of dealing with 10,000 bureaucrats who have more legal rights to run your business than you do? Why not just buy a government bond and live off the interest? That's how an economy dies.
