And what is cost to the taxpayer for this new layer of bureaucracy? Amazing how Obama and Congress get away with growing any already too large, wasteful government. I bet if the gov't streamlined and became more efficient, productive and less wasteful that our taxes might actually go down.

A civil penalty is the same as making a person a criminal.

If you don't pay you eventually go to jail.

We don't want or need civil penalties such as Obama would impose on Americans.

You didn't answer my question about the pre-existing conditions.

What pre-existing conditions are not covered that you want covered?????
