They did over budget it and now the spin starts... Much of the remainder was saved because 72 percent of households returned the questionnaire by mail, thus requiring fewer follow-up visits by Census workers." The cost of our government doing the census has gone up 600% since 1970 and they did not use techology as they could have to further reduce the costs. It was inefficient as we know.
