They did over budget it and now the spin starts...

"About half of the $1.6 billion in projected savings came from money set aside for natural disasters or operational breakdowns that didn't happen, according to the Commerce Department, which includes the Census Bureau. Much of the remainder was saved because 72 percent of households returned the questionnaire by mail, thus requiring fewer follow-up visits by Census workers."

The cost of our government doing the census has gone up 600% since 1970 and they did not use techology as they could have to further reduce the costs. It was inefficient as we know.
