In Europe, it is common knowledge that "peak soil" comes before "peak oil", and it is becoming more and more evident, that climate change and peak soil will arrive very high on the agenda, very fast. Russia stopping its grain export may be just the beginning of what we are going to see. China knows that, and also knows that most countries that modernize, convert from being food exports to food importers, and they want to avoid that they will become a net food importer, too. But they will probably not accept any limits on emissions that is less than the per-capita amount in the most advanced countries.
