Demand has been crippled because lots and LOTS of people have lost jobs.

People will spend more if they have a safety net to fullfil their basic needs in food, shelter, and health care.

Get them healthy again, get them back on their feet, and allow them a fighting chance to find a job in an environment where the economy needs to be articially stimulated.

Starving the economy will not do the trick.
