The hard part isn't the hardware, it's the software.

If (if!) x86 chips from anyone get down far enough in power use to be competitive in the ARM space, then the big benefit for X86 won't be performance (ARM will likely be pretty close, at that point) it would be the gigantic installed base of binary code that becomes available to phones, tablets, set top boxes, etc. running X86 vs. ARM.
