The rates where lower before Clinton's increase, that's a lot sooner than 50 years ago. The data you present isn't "the rates". Its the burden of taxation, a separate issue. You aren't even addressing the claim you make.

The tax paid, as a percentage of GDP is down, from the recession (which everyone seems to consider the worst since the Great Depression). Recessions are temporary, the fact that in a deep one government income goes down, is expected, and doesn't indicate that the taxes are low, only that the economy is messed up.

No they are not paying their fair share.

Nonsense. Wealthy people pay a majority of the taxes, and they pay more as a percentage of their income than other groups, whether your just considering the income tax, or counting all federal taxes.
