Germans got it and get out of poverty. In a place with miserable weather, nothing to do people get to be good artisans.
Two reasons for that:

They can stay indoors in a heated place
and their work do not spend too much energy
(food was scarce)

The Gemrans imported the industrial revolution and had simply to put their artisans to work and they have not stopped to this day.

We cannot credit, say, the Max PLANCK Institut for the economic success of West Germany. What the Germans did was to exploit the potential of its highly skilled artisans, such as cookoo-watch makers from the Black Forest region; turning them into machine-tool, Porsche and telex machines' makers, that allowed Germany to reach the stage of technical excellence.

Note that germany industrial center of gravity moved from Ruhr Valley infested with strong Unions to the Southern Germnay where it was most rural and accepted the industry coming there com gusto and they did not have unions.

Thus Germany monopolized the high tech indusrtry while the old coal and steel smoke stack area was demolished.
