It isn't the same policy. For one, they are actually trying to stabilize the country. Unlike Bush who was distracted by Iraq. Granted, I don't know if they still have the same policies that resulted in the Taliban getting about a third of the contracts in Afghanistan and are still paying the Taliban per truck for "insurance". I would hope not, but...
